Much like states are divided into counties and cities, these localities are made up of smaller areas referred to as wards (Fredericksburg) or districts (Stafford and Spotsylvania).

In Fredericksburg, there are four wards, each of which has a seat on city council and the school board. The city also has “at large” seats for those bodies.
