Statewide texting ban fails
VIDEO: There will be no ban on hand-held cell phones while driving. Governor Northam amended a bill that banned holding cell phones in work zones to include all Virginia roads. The Senate approved but the House speaker ruled the amendment was beyond the scope of the original bill.
