In new business, the board will review the proposed VDOT fiscal year 2026-31 Secondary Six-Year Improvement Plan. County staff is seeking authorization to advertise a public hearing on the plan for the May 13 meeting. Each year, the board is asked to participate in the development and approval of the VDOT six-year plan for secondary roads. The Secondary Six-Year Plan is a document that outlines planned spending for transportation projects proposed for improvement or construction over the next half-dozen years.

Fredericksburg

Homelessness figures to come up, as City Manager Tim Baroody’s agenda includes discussion of funding a street outreach position through the Rappahannock Area Community Services Board (RACSB). According to a document attached to the agenda, the position would be funded for a full year at $115,000 and could come up for final approval at City Council’s April 22 meeting. During their work session, councilors will discuss the proximity of vape shops to James Monroe High School and evaluate if zoning changes adopted by neighboring localities would make sense in the city. Conversely, they’ll consider whether existing restrictions on tattoo parlors in the city are too, well, restrictive.

With work on the FY2026 budget well underway, the school board will receive an update on the ongoing conversion at Gladys West Middle School, as well as the progress on the new middle school in Idlewild, which is scheduled to open this August… Redistricting is included on the consent agenda, meaning that updated zones for the city’s three elementary schools could be approved after ‘a little glitch’ earlier this year delayed the process.

  • Presentation on hybrid inclusion model by Sealston Elementary School staff

The board will discuss several Virginia School Board Association policy updates. Those updates include policies on the following: a student liaison to the school board; disposal of surplus items; a drug and alcohol-free workplace; third-party complaints against employees; procedures for receiving prior credit; promotion/retention; admission for non-public students for part-time enrollment; and home instruction.

In December, Green Energy Ventures (GEV), LLC presented its plans to the planning commission to build a data center campus on State Route 3 West. Company representatives attended the meeting and provided an overview of its plans for the King George Technology Center. On Tuesday, the planning commission will hold public hearings on a rezoning application and a special exception application for GEV.

Spotsylvania County

After a public hearing last week, the supervisors voted to approve a real estate tax rate of 73 cents per $100 of assessed value, which is the rate that was recommended by County Administrator Ed Petrovich. The supervisors will continue to discuss how much of the $953 million budget will be allocated to schools and other services.

A budget work session will be held to discuss the final decisions for the fiscal year 2026 adopted budget. Upon approval, county staff will prepare the 2025 tax rates and Personal Property Tax Relief Act resolutions for the board’s approval. The budget and Capital Improvement Plan resolutions will be prepared and submitted for board approval on the April 22 consent agenda.

Stafford County

School Board work session/meeting, Tuesday, 5/7 p.m.

The School Board will take public comment on the redistricting that will occur when two new elementary schools open as well as discussing the consolidation of the county’s Commonwealth Governor’s School sites. Superintendent Daniel Smith also will report to the board what he has learned in his first 100 days on the job.
