Stafford County Sheriff’s Office help arrest two homicide suspects Wednesday

The Stafford County Sheriff’s Office helped apprehend two homicide suspects Wednesday involving cases in different jurisdictions.

Around noon, deputies assisted authorities from an unnamed neighboring locality in locating a male juvenile wanted for homicide. According to the Sheriff’s Office, deputies conducted a high-risk stop on Onville Road, while simultaneously executing a search warrant for a residence in the Garrison Woods subdivision where the suspect was staying.

During the traffic stop, deputies discovered a firearm in the suspect’s possession while the juvenile was being detained. The suspect is currently being held at a juvenile detention facility on the homicide charge. Stafford criminal complaints will be filed at a later time.

Earlier Wednesday, Stafford deputies and officers with the Prince George’s County (Md.) Police Department’s Fugitive Unit took Raheem Adams, 22, of Stafford into custody on charges of first and second degree murder, first and second degree attempted murder and related charges. Adams was transported to Rappahannock Regional Jail pending extradition to Prince George’s County.

Adams is charged with the Sunday morning murder of John Phipps, 26, of Waldorf, Maryland. The incident occurred during a car meet – an informal gathering of car enthusiasts to showcase their vehicles.

On Sunday at 1:45 a.m. Prince George’s authorities responded to a shopping center parking lot in the 6400 block of Marlboro Pike. Phipps was located inside of a vehicle suffering from gunshot wounds and was pronounced dead a short time later. A second man was also shot. His injuries are not considered life-threatening.
