The letter asks that Taylor be given a superintendent license. School Board members Cole, Shelley and Daniels voted no. Without background in education, approval from the local board is one of the state licensure requirements.
Board chairman Kirk Twigg did not answer questions that his relationswhip with Taylor could be a conflict of interest or that he sent the state board a “fraudulent” letter.
The State Board of Education could act on the Spotsylvania request September 15.
