Greenlaw and Dynes each presented a two-minute opening statement, followed by questions from two panelists — WFVA 1230 AM News Director Ted Schubel and Free-Lance Star reporter Cathy Jett — and then two minute closing statements. UMW Professor Stephen Farnsworth, director of the Center for Leadership and Media Studies, served as moderator and presented questions submitted in advance by the audience.

The debate was sponsored by the Fredericksburg Regional Chamber of Commerce, The Free Lance–Star, News Talk 1230/WFVA, the University of Mary Washington Legislative Action Committee, UMW College Republicans, and UMW Young Democrats.
The city’s May 3, 2016, council election is for mayor, and for the two at-large council seats currently held by Kerry Devine and Matt Kelly. Devine and Kelly are running unopposed for reelection.
