Timothy J. Baroody has been selected Fredericksburg’s new city manager.
Baroody will succeed Bev Cameron, who is retiring in June 2016 after 29 years in city service, the last seven as city manager.
Baroody currently serves Stafford County as Deputy County Administrator — a position he’s held since 2008 — and Director of Economic Development and Legislative Affairs — a position he’s held since 2003. Fredericksburg City Council announced Baroody’s appointment during their April 12 regular session meeting. He will begin his tenure on June 27.
Prior to joining Stafford County, Baroody served as Deputy Chief of Staff/Legislative Director for the late U.S. Congresswoman Jo Ann Davis (R-VA), and as Senior Legislative Assistant for U.S. Congressman Bud Shuster (R-PA).
In Stafford, Baroody’s primary responsibilities are in the areas of economic development, tourism, legislative affairs, BRAC (Base Realignment and Closure Commission), and parks and recreation.
He is on the county’s executive budget team, assisting the county administrator in setting annual priorities and crafting the county’s budget for board consideration. “It’s an effort which has led to consolidated and reduced departmental budgets of approximately $1 million over the past several fiscal years, while attracting over $10 million in federal and state funds for various Stafford priorities,” Fredericksburg Mayor Mary Katherine Greenlaw said.
Baroody participated in Wall Street Bond rating agency presentations, which resulted in Stafford County being upgraded to AAA status.
“Working with the board, the business community and staff, Mr. Baroody has also executed economic development efforts that have made Stafford number one in job creation in Virginia by percentage of growth, helping facilitate the addition of 15,000 jobs in the county over the past decade,” Greenlaw said.
The City of Fredericksburg received 53 applications for city manager. An initial series of interviews reduced the finalist pool from six to two, and the top two candidates spent additional time with city council.
“We had an outstanding group of well qualified applicants, and the selection process was difficult for all of us,” Greenlaw said. “We believe Tim Baroody will bring the kind of outstanding leadership and experience Fredericksburg needs for the opportunities we as a council see ahead.”
“The mayor and council have made it very clear that economic development, historic preservation, and communication are paramount moving forward,” Baroody said. “I look forward to engaging on all fronts, building on the many accomplishments of the past several years.”
Baroody has a B.S. in Political Science with a minor in History from Frostburg State University in Maryland. He earned a Master of Public Administration degree from Virginia Tech in 2014. He is also a graduate of the University of Virginia’s Senior Executive Institute, and is a full member of the International City/County Management Association (ICMA) and Virginia Local Government Management Association (VLGMA).
