Noise Ordinance, Littering Fines on City Council Agenda

City Council will hear a staff briefing then discuss the noise ordinance during their work session Tuesday, Sept. 22. It begins at 6 p.m. in room 218 of City Hall, 715 Princess Anne St.

The agenda for the regular session meeting, which begins at 7:30 p.m. in Council Chambers at City Hall, includes two public hearings.

1 – A first read on Increasing the Penalty for Littering, From a Class 4 Misdemeanor to an Unclassified Misdemeanor Punishable With a Fine of Between $250 and $2500, a Maximum of One Year in Jail (or a Minimum of Ten Hours of Community Service), Either or Both

2 – Resolution 15-__, Approving the Final Subdivision Plat for the Proposed ‘Governors Row’ Subdivision of GPIN 7779-03-8224, Consisting of 4.39 Acres, for Wesjack, LLC at the Intersection of Hays Street and Oakwood Street, Approximately 500 Feet North of Plank Road

Also on the agenda are:

A second read on Ordinance 15-20, Noise Ordinance
1. Removing the general prohibition on unreasonable noise;
2. Adding a specific prohibition on shouting in the streets and sidewalks at night;
3. Add a specific prohibition on noise generated by a person or group that is plainly audible at 100 feet; and
4. Removing hour-of-day limitations on the specific prohibition of audio devices (except for the downtown business district) and increase the plainly audible standard on that prohibition from 50 feet to 100 feet

Application for funding from the Virginia Department of Transportation for construction of a bicycle and pedestrian bridge over Hazel Run.
