Edward Whelan III submitted his resignation to City Council and the Fredericksburg Planning Commission Tuesday, April 29. Whelan was under pressure to resign due to perceived conflict of interest.
Since December 11, 2013, the Planning Commission has discussed rezoning of land in the city’s Mill District. Whelan is the manager of the Inn at the Old Silk Mill in the Mill District, and is the registered agent for Princess Anne Renovations, the limited liability company that owns the property.
“He [Whelan] had declared that interest at the Planning Commission meeting when the discussion started on Dec. 11 and when a vote was taken,” the Free Lance-Star reported. “But he didn’t formally disclose that he also was involved in negotiations for another property in the area that could be impacted by the rezoning.”
That property is the former Virginia Electric and Power Company’s Embrey Power Station and land near the intersection of Caroline and Ford streets. Records show Whelan as the registered agent for Dreamland, LLC, the company which purchased the property earlier this month.
Discussion of potential rezoning of Mill District area properties is on the agenda for the Wednesday, April 30, Planning Commission meeting. The commission meets at 7:30 p.m. in Council Chambers at City Hall, 715 Princess Anne St.
