Fredericksburg’s Architectural Review Board (ARB) will discuss Dreamland, LLC’s, planned Mill District development during their November 17 meeting, which begins at 7:30 p.m. in Council Chambers at City Hall, 715 Princess Anne St.

Former Fredericksburg Planning Commissioner Ed Whelan, lead of the project, is requesting a certificate of appropriateness for exterior alterations to three existing buildings and new construction of one building within the nine-acre planned development. The project is the subject of a rezoning request, which has been approved by the Fredericksburg Planning Commission and is awaiting action by City Council.

The existing buildings in Whelan’s application are:
– 1900 Caroline St., which is the former grain elevator.
– 203 Ford St., the Woolen Mills property.
– 1709 Caroline St., the former Embrey Power Plant
New construction to be reviewed are proposed:
– “River Lofts,” adjacent to the power plant.
– A bridge between the Woolen Mills property and Princess Anne Street
The proposed bridge and the driveway through the Heritage Trail are two of the biggest problems with the proposed development, opponents said. Read more at Help Protect the Heritage Trail.
